News: Scribd expands its ebook library to include comic books. The TechTimes calls it the "Netflix of Comics." It's adding 10,000 comic books and graphics novels to its $8.99/momth 'all you can read' subscription plan. The collection includes comics from Marvel, IDW Publishing, Top Cow, Top Shelf, Dynamite, Zenescope and Valiant.

Outlawry, Supervillians, and Modern Law "Before the modern period, the ability of the courts to enforce their authority was quite limited, shockingly so by modern standards. ...So what was the legal system to do? Well, one common tool was “outlawry”, declaring a person to be beyond the protection of the law. The meaning of the sentence changed over time, and it ultimately disappeared with urbanization and doctrines like habeas corpus, but a growth in supervillainy might bring it back into fashion."

Suffrajitsu: Mrs. Pankhurst’s Amazons is a graphic novel trilogy telling an alternative history of the women’s suffrage movement in London in 1914. The story, published by Jet City Comics, features radical suffragette martial artists trained in Bartitsu as they fight for women’s rights. The fast-paced writing by Tony Wolf and bold, energetic art by João Vieira complement each other—and the subject matter—perfectly to move the story along and express the urgency the characters feel.
Webcomics are on the rise in Taiwan, as the print comics industry slumps (sales are down almost 50 percent in recent years) and creators, including two award-winners, Chung Yun-de and Yeh Yu-tung, complain about low pay and lack of artistic freedom. Both artists are now publishing their work online on the Line webtoon portal.
